Careful consideration has lately
been given to the question of Hongkong's contribution to Imperial Naval Defence and proposals are now being put forward for the formation of a local division of Haval Volunteers,
In this comection the preposals outlined in the various Admiralty memoranda on this subject which have been circulated have been examined with a view to ascertaining how far these proposals can fit in with local conditions,

The surplus male population in Hongkong from whom these volunteers would have to be recruited are generally of a type who would be reluctant to agree to either the treatment or conditions which lower deck ratings in any naval service would be generally called upon to accept. This distaste is emphasised at nongkang and in the last genanlly where except in the regular Haval service all such work as is associated with Able Seamen is uniertaken by native ratings, and it is therefore necessary to devise some rank or nemenclature which will provide for the necessary differentiation of status and treatment between
a Naval volunteer and a seaman,

Enquiries which have been made locally elucidate the fact that unless some such status can be devised volunteers for a d.k.TA, as prganised elsewhere will be most difficult to raise, if this were possible at all. There is considerable enthusiasm among certain sections
